EDF Signs NV Energy PPAs for Up to 400-MW Winston Solar and 1,600-MWh Battery Project

EDF describes the combined development as a 400-MWac solar facility paired with a 400-MW/1,600-MWh battery energy storage system. The battery’s four-hour duration would allow the system to discharge its rated 400 MW for four hours under nominal conditions.

The two agreements divide Winston into separate 200-MW solar and 200-MW four-hour battery facilities identified in NV Energy’s regulatory materials as the LG Facility and MK Facility. EDF’s announcement describes both agreements as 25-year PPAs. NV Energy’s 2026 integrated resource plan separately identifies a 25-year solar term and a 20-year battery term.

The agreements also make approval by the Public Utilities Commission of Nevada a condition precedent to most contractual rights and obligations. NV Energy submitted the PPAs for approval through its 2027-2046 integrated resource plan in Docket No. 26-05007. The public materials reviewed for this article did not show a final commission order approving the PPAs as of August 24, 2026.

EDF expects Winston Energy to begin delivering electricity in October 2029. NV Energy’s filing specifies a planned commercial operation date of October 1, 2029, although the utility also identifies high-voltage equipment work that could affect the schedule.

The full 400-MW solar scope remains subject to a permitting condition contained in the PPAs. If the required Lyon County Planned Unit Development permit is not secured as intended by November 1, 2026, the MK agreement provides for a reduction in that solar facility, leaving no less than 300 MW of combined solar capacity. NV Energy said that adjustment would not reduce the 400-MW battery capacity.

What Did EDF Sign With NV Energy?

EDF announced on August 18, 2026, that it had executed two long-term PPAs with NV Energy for the output of Winston Energy.

NV Energy’s regulatory filing identifies the contracting utility as Sierra Pacific Power Company doing business as NV Energy. The utility selected Winston through its 2024 request for proposals to serve electricity and capacity needs in northern Nevada.

The contracted facilities are structured as follows:

The signed PPAs establish a long-term customer for project output, subject to the agreements’ conditions. They do not establish that construction has started. NV Energy’s filed contract states that commission approval is a condition precedent to most contractual rights and obligations.

Where Is the Winston Energy Project?

Winston Energy is planned on private property in Mason Valley in Lyon County, Nevada.

Lyon County planning materials describe the proposed development as covering 11 parcels totaling approximately 2,374 acres. The county’s disclosed physical scope includes:

  • Approximately 780,000 photovoltaic solar panels
  • A battery energy storage system
  • An electrical substation
  • High-voltage power lines
  • An operations and maintenance building
  • Site-access and supporting infrastructure

NV Energy said the project, including its access roads and generation tie-line routes, is located entirely on private land. The utility specifically said this eliminates the risk of permitting delays associated with the U.S. Department of the Interior review-policy memorandum discussed in its filing. That statement does not mean every local, state, utility or other applicable approval has been completed.

What Is the Current Lyon County Permitting Status?

The Lyon County Board of Commissioners approved a tentative Planned Unit Development for Winston Energy on March 5, 2026, by a 5-0 vote after adding a modified setback condition.

The approved motion included a 25% setback reduction, clarified in the meeting minutes as a 1,980-foot setback from the highway. County officials also explained during the hearing that the tentative PUD process would include additional conditions before a final PUD is issued.

The distinction between tentative and final approval matters because NV Energy’s PPAs include a solar-capacity adjustment tied to the PUD permit. The public utility filing says:

  • If the intended PUD permit is secured by November 1, 2026, each solar facility remains 200 MW, maintaining 400 MW of combined solar capacity.
  • If that condition is not met, the MK solar facility can be reduced so the combined solar project is no smaller than 300 MW.
  • The adjustment does not change the 400-MW battery capacity, the planned commercial-operation date, battery performance requirements or ancillary-services obligations.

EDF’s August announcement presents Winston as a 400-MWac solar project. The regulatory condition means that figure is best described as the planned or maximum contracted solar configuration until the permit condition is satisfied.

When Is Winston Energy Expected to Begin Delivering Power?

EDF expects the project to begin delivering electricity in October 2029, while NV Energy’s filing identifies October 1, 2029, as the planned commercial-operation date.

The utility’s integrated resource plan says the parties were negotiating PPA amendments addressing potential schedule effects from high-voltage equipment identified in a completed utility study. The filing also says the parties had reached a commercial agreement to permit grid charging of the battery beginning at commercial operation, with conforming contract amendments still being developed when the plan was filed.

These disclosures support an October 2029 target, but they do not make the date unconditional. The specific contingencies disclosed in the reviewed materials include the remaining PUD process and potential schedule effects from the necessary high-voltage equipment installation identified in NV Energy’s utility study.

How Much Energy Could Winston Produce?

EDF estimates that Winston Energy could generate approximately 1.11 million megawatt-hours of renewable electricity annually. The company compares that output with the annual electricity use of approximately 100,000 Nevada homes.

The annual-production figure is an EDF estimate rather than the project’s nameplate capacity. Actual output would depend on solar conditions, equipment availability, curtailment, storage operation and grid requirements.

EDF also projects that peak construction could support more than 400 workers and that the project could generate approximately $100 million in tax revenue over its operating life. The tax figure is a company projection; it is not Winston Energy’s capital budget or construction cost.

What Could Winston Energy Mean for the Supply Chain?

Based solely on the publicly disclosed project configuration—not on announced bid packages—Winston Energy could require work involving:

  • Photovoltaic modules, trackers, piles, racking and inverters
  • Battery cells, enclosures, power-conversion systems and energy-management controls
  • Fire-detection, suppression, thermal-management and emergency-response systems
  • Substation equipment, transformers, switchgear and protection systems
  • High-voltage transmission and generation tie-line construction
  • Civil work, grading, drainage, roads and underground collection systems
  • Operations and maintenance building construction
  • Electrical testing, grid-integration studies and commissioning

EDF and NV Energy have not disclosed the EPC contractor, solar-module supplier, battery-system provider, major electrical-equipment manufacturers, financing parties or individual procurement packages in the materials reviewed for this article.

These categories describe work that could be associated with the disclosed physical scope if the project advances through final permitting and construction. They are not confirmed awards or currently available bid opportunities.

The two executed PPAs identify a utility customer and provide a commercial framework for a large solar-plus-storage development. Most contractual rights and obligations remain subject to commission approval. The project’s most significant disclosed industrial scopes are the 400-MW/1,600-MWh battery system, the planned solar field, the electrical substation and the high-voltage interconnection facilities.

The solar capacity requires precise wording. EDF announced a 400-MWac configuration, while NV Energy’s filing retains a contract mechanism that could reduce the combined solar component to no less than 300 MW if the stated PUD condition is not met. The battery capacity would remain 400 MW under that mechanism.

The October 2029 delivery target is also subject to execution. NV Energy’s filing identifies high-voltage equipment work that could affect the schedule, and Lyon County’s March action approved a tentative rather than final PUD.

For contractors and suppliers, the PPAs are a significant commercial milestone but not a notice to proceed. Procurement visibility will depend on final permits, interconnection and design work, financing, equipment selections and EDF’s contracting strategy.
